Welcome/Introductions/Approval of Minutes - Sarah Conrad Weisman

Ms. Weisman welcomed everyone to the conference call. Roll call was taken. The minutes of the September 23, 2009 meeting were approved: Kendrick moved; Knab seconded.

Legislative/Budget Update - Bernard A. Margolis

Mr. Margolis reported that the Governor's budget will include some significant cuts, some across the board and some targeted. It will not include any additional fees or revenue enhancements that would affect the New York State Library (NYSL). On the Federal side, money from the Library Services and Technology Act (LSTA), which supports the NOVELNY databases, will not be impacted.

It is hoped that the Office of General Services (OGS) and the Office of Taxpayer Accountability will give some attention to state procurement rules to give the NYSL a means to aggregate costs and lower the costs that we currently incur. There might be an opportunity for the NYSL to be brokers to help the state reduce costs, particularly in the provision of information systems.

New York State is participating in the U.S. Office of Education's "Race to the Top" (RTTT) initiative to possibly bring up to $700 million for State education initiatives. (See: usny.nysed.gov/rttt/ .) New York State is also engaged in a Pre-K education initiative, which could bring up to $1 billion to New York State to prepare children at even earlier ages to be successful in school. At the time of birth, parents/caregivers could go online to set up an educational program designed specifically for the child (e.g., an "ILP"-- Individual Learning Plan), with age-related activities prior to starting school. Libraries could be central to the Pre-K initiative in terms of content and points of access. How could the NOVELNY platform be used?

Review of Current Database Suite and Looking Ahead - Loretta Ebert

As a result of a directive received at our last meeting, the NYSL obtained prices from vendors for license extensions through June 2010 (three-month extension) and June 2011 (one-year extension). Some issues brought forward by the Department's procurement office were discussed, as well as next steps. Steering Committee members, especially NECAT members, were asked to send comments on the discussion to the Steering Committee listserv.

Suggestions for NYSCIS Products - Loretta Ebert

This is a continuation of our September discussion.

Action Item: Send Ms. Ebert lebert@mail.nysed.gov up to ten choices for vendors, specific databases, or subjects so the NYSL can provide information to OGS for the development a procurement plan that would enable/facilitate the statewide purchase of databases.

Federated Search - Liza Duncan
Ms. Duncan and Ms. Gilloon have discussed the status of federated search. Although the 360 Search product was supposed to be available to the NYSL this month, as yet it is unavailable. In the meantime, the NYSL will continue to use the WebFeat version until the end of December 2010. The Steering Committee was asked to consider whether to maintain a federated search product.

The driver license ID is used to access the suite of NOVELNY databases using the Federated Search product. The NYSL conducted a test to determine whether driver license access could be obtained without going through the federated search product. The test proved this was possible! If the Steering Committee decides to continue to use a federated search product, but not the 360 product, we will have to go to an RFP. The NYSL will move forward once the review of the 360 product has been completed. The current contract goes through the end of July, so further discussion will be held in March.

Mr. Penniman suggested that one of his staff from Nylink could be of assistance on the Federated Search work group; e.g., information on open search products.

Action Item: Mr. Penniman will have someone from his staff contact Ms. Duncan to assist in the review.

NOVELNY on Facebook - David Fiske

Mr. Fiske investigated whether the NYSL should get involved in social networking software to promote NOVELNY. This is one way to continue the momentum of the communications program of NOVELNY. At the current time, the State Education Department does not allow employees to have access to FaceBook from the work place. Perhaps there could be a link to NOVELNY from existing FaceBook pages. This topic could be an element of the Publicity/Success Stories Work Group.

Action Item: Contact Mr. Fiske at dfiske@mail.nysed.gov if you would like to share your experience using FaceBook in your library or if you are interested in working with him.
